The Basque Government participates in a Committee of the Regions shaped by the agenda of recovery from COVID-19

The General Secretary for External Affairs, Marian Elorza, participates on behalf of the Basque Government in the plenary session of the European Committee of the Regions (CoR), currently taking place with the limited attendance in person of a number of members at the European Parliament and the online participation of the remaining members.

On this occasion, a series of debates are scheduled on the economic and health problems caused by Covid-19 and EU response to the pandemic, with the participation of European Commission members. The Commissioner for Crisis Management, Janez Lenar?i?, will review some of the EU’s crisis-management measures; the Vice-President of the Commission for Democracy and Demography, Dubravka Šuica, will address the impact of demographic change; the Commissioner for Budget, Johannes Hahn, will discuss the European Union’s recovery plan and emerging long-term budget; and the Commissioner for Internal Budget, Thierry Breton, will respond to questions on the economic aspects of the recovery.  

In total, the CoR will discuss and submit for electronic vote 8 Reports and 3 draft Resolutions, on which the Basque Country presents 13 amendments.

Regarding the project of a report on «Stepping up EU action to protect and restore the world’s forests», the Basque Government defends promoting forest bioeconomy and proposes that the scope of the intervention be extended to mature forests.

With respect to the draft Resolution on the revised multiannual financial framework for 2021-2017 and the Sustainable Europe Investment Plan, the Basque Country recalls the importance of European territorial cooperation in general, and the new interregional innovation investments instrument in particular.

In addition, the Basque amendments propose placing in perspective the consequences of a sentence issued by the EU Court of Justice with respect to the obligation to inform the community institutions of urban development plans.

Lastly, and regarding the draft resolution on «Towards a roadmap for clean hydrogen», the Basque Executive proposes that reference be made to the social and environmental dimension in sustainable growth.
