The Basque Paper Industry Cluster association ended 2008 with turnover of €736 million. This was up 3.8% over the previous year, despite a 2.2% fall in production to 1,010,700 tons. Pulp and paper manufacturers ended the year with sales worth €587 million, up 1.91% over 2007. Production by cluster members accounted for 69% of all pulp and paper made in the Basque Country and just over 12% of all such production in Spain as a whole. The paper industry accounts for 4% of the region's industrial GDP.

A major feature in 2008 was the arrival of seven new member firms, bringing the total number of cluster associates to twenty. Their combined exports last year were worth €294 million, 39% of overall sales. Exports by capital goods manufacturers accounted for 36% of their sales, with 87% of that proportion made in the EU, while pulp and paper producers exported 38% of their production, basically to Europe (68%).

Cluster member companies invested €71 million in 2008, 65% up on the previous year's figure. Most of the money spent went on improving production processes.
Although cluster associates employ 2,183 people directly, they actually help to provide jobs for a further 10,000 in related sectors.
